Once In A Lifetime Buying Opportunity?

I read the Fool’s mass mail that Legg Mason’s legendary investor, Bill Miller, made a statement that large caps stocks in US are “once in a lifetime” buying opportunity.
Since he shared this view with his investors in a letter, the share market has sort of plunged by quite a bit.
In a Bloomberg article, Stock Buying Hits Bull Market Record at Mutual Funds, it talks about the fact that institutions are loading up on equity while the retail investors like you and I are selling. The last time the institutions bought while the normal people like us baulk, the market went on a little bull run.
Time maybe to look at getting into some stocks?
